Naturally, reducing the taxes of people who don't pay any doesn't deliver much. As you note, this simple math escapes a surprising number of people. Although with the earned income tax credits for lower income folks, a lot of them get a "refund" check anyway.

It's worth noting that Federal employees will also get their taxes reduced, but I suppose that doesn't count.
