Let's see: they already got a 4.5 percent raise this year. Their raise is being cut to 3.1 percent next year, and an ADDITIONAL "locality pay bonus" is being cut. Not eliminated. Doesn't say how much that amounts to.
Doesn't exactly sound like abuse to me. I'm getting paid exactly the same as I was getting four years ago.
Of course, since the government employees' unions are basically the buttmonkeys of the Democratic Party* (note the top political donor here, and who's getting the cash) we can see that the Democrats are not going to take this well.
*Or maybe it's the other way around. Hard to tell.
