1) North Korea did not start developing nuclear weapons when Bush made his "axis of evil" speech. North Korea did not start developing nuclear weapons when Bush won the election.
North Korea began developing nuclear weapons and violating the agreements it had signed with the Clinton Administration and others almost the day after they had been signed in 1994 and earlier. These agreements include the Agreed Framework, the Nuclear Nonproliferation Treaty, Pyongyang’s safeguards agreement with the International Atomic Energy Agency (IAEA), and the Joint North-South Declaration on the Denuclearization of the Korean Peninsula.
North Korea screwed us and others over, and fully intended to while they were signing the agreements. Anyone who is still surprised at this kind of behavior from a totalitarian communist regime...well, see #4.
2) In 1994, Bush was manager of the Texas Rangers until he was elected Governor of Texas that November. I'm having some difficulty understanding how he affected North Korea's nuclear policy at that time.
3) This has been pointed out to you about eight times.
4) Does your brain cast a neutrino shadow?
P.S. in case you're wondering, the Japanese did not bomb Pearl Harbor in revenge for the atomic bombing of Hiroshima and Nagasaki.
