To replace the electricity, the Clinton Administration supplied them with fuel oil.
Bush threatened them with preemptive destruction as a member of the "axis of evil". The ROW said the rhetoric was a mistake, it would force nations such as North Korea to build more weapons.
Bush cut off the oil supplies.
The North Koreans re-started the reactor, which generates electricity, AND plutonium.
The North Koreans know GWB isn't directly threatening countries which have nukes.
What would you have done if you were North Korean?
Stared at the reactor, gone without electricity, and waited for something to happen?
Or started the reactor?
Which, by the way, hadn't been running, hadn't been generating electricity or making plutonium since 1994.
