That reactor only produces 5 MW of power
which is miniscule even by North Korean standards. It isn't intended to produce a significant amount of energy (and one report states it isn't even hooked up to the national power grid) - it's a reactor solely designed to produce nuclear materials. Try reading something more than the DNC talking point papers.
