A lot of people are missing the point of the war against terrorism.
There is absolutely no threat that will keep a person willing to blow themselves up from blowing themselves up. You cannot frighten a person like this into not blowing themselves up.
What the objective is is to remove the support structure that provides money, protection, and facilities to the fanatics. These supporting people, usually Arab leaders or other non-combatants, are considerably less willing to die for the cause. Heck, most of them don't like the idea of missing a meal for the cause.
Bush was right to threaten nations that support terrorism. This, coupled with the heavy-duty police work from many nations that has broken up cells and stripped financial support from the terrorists, has been quite effective.
