The spectre of domestic terrorism legitimizes the current fascist-imperialist agenda. If there is no real domestic terrorism, then it must be created.

Project Northwoods comes to mind, as does Black Tuesday and the subsequent anthrax attacks.

ps. there are variants on this scheme: WMD in Iraq, "sneak" attack on Pearl Harbor, Gulf of Tonkin incident...the list goes on.
