Of course they were picked, not only for their symbolic importance, but for their actual importance. The WTC towers were attacked to bring them down, they new that destroying them could, and probably would, cause an enormous amount of casualties. They wanted to use the falling towers as WMDs to kill as many people as possible. Like I said, we're lucky they came straight down instead of toppling over. Most of lower Manhattan could've been destroyed.
The Pentagon isn't just a symbol of America's military might, it's the head of our military as well. Had it been knocked out on 911, our military would've been dealt a very serious blow. The same goes for the Capital Building. If the fourth plane had made it to this building, the upper most level of our government would have been in effect wiped out. The resulting economic impact of all of this, could have easily been along the lines of the 1929 crash.
They wanted to do as much damage to this country, and not just symbolically, as possible. Make no mistake about it, they were out to do this country, and its people, harm.
