I would say they are focusing on attacking centers of powers, symbols, confidence, etc. But they are attacking Americans. If you are saying we should focus our security symbolic and centers of power, rather against say water reserviors, then I would say there is some truth to this, but at same time I wouldn't be surprised if there was an attack which involved posioning an entire population- if this was within their ability. Because even attacking a large group of Americans would be an attack against centers of power & have symbolic value. In order words, killing lots of Americans would not be a deterance to these people, it's simply hard to kill lots of people, so they are mostly looking for "more bang for their buck".
