I kinda thought the point was that you could do the math, but that you were being obtuse or intentionally avoiding his point. Mark said he didn't know how to do delta V calculations and asked you for numbers implying he trusted your mathematical ability. Impact experts do not claim we need a manned capability for proposed orbital scopes. I didn't think you were claiming a need for a manned program for NEO detection, but maybe I missed that implication too. Did you explicitly state this or did you assume we would get that from your inclusion of your proposal within discussions on manned flight. All I got from that is that you were proposing an either or situation.
