re: nations

"When nations exchange goods rather than bullets, they avoid wars.
And borders can be lifted."
Free trade is a good idea [some people disagee, strongly, but I think it is generally good]. As far as borders. Borders separate different political and economic system. If you have situation where one has near parity between these systems and a authority from different nations liasoning, then you can have a more open border. For instance the border between California and Oregon is pretty wide open- fruit is not legally permitted unless inspected. Or the border between US and Canada is pretty open- fruit again is "problem" as is items which could a have tariffs, or whatever.

"But if a terrorist organization attacks people, there's police, interpol, intelligence, etc...Much more effective than all too visible soldiers."

Miltary personel must have a uniform, but this means only that they have a form of idenification. Obviously a soldier can wear camouflage- they could be "dressed" as a bush and grasses. Miltary or police can wear "plain clothes" [it's only illegal for soldiers to be dressed as civilians, when one is engaged in combat, and thereby endangering civilian lives- involving the civilians in a firefight. The causing unneccessary civilian lives is the important distinction. So soldiers does not mean "all too visible soldiers". Of course there is sometimes a good reason to be visible- both for miltary and police purposes.
As general rule, police work best with another country's police. And miltary work best with another country's miltary. For internal security you need both police and miltary- our National Guard only rather recently was allowed to be deployed to other countries. And the Japanese until recently had miltary force [of over 100,000] which was only for national defense [similar to your National Guard].
