"Now, your country is getting involved in Iraq and the US is responsible for every attack, even shootings between Iraqis."
As an occupational power as part of a coalition, the US is responsible- meaning it must take actions which thwart these attacks. Just as it is the responsibility of any nation to prevent violence within it's borders.
But this doesn't remove the primary responsibly of those committing these act of violence.
"And the only way out is to establish democracy but Bremer has not been able to even speak to Ayatollah Sistani. "
It's more important that Ayatollah Sistani talk to other Iraqis than with Bremer- that's democracy. Bremer job as well as the governing council, is to get Iraqi talking to one another and thereby reaching agreements.
