...systemic problems within the brigade...

This systemic and illegal abuse of detainees was intentionally perpetrated by several members of the military police guard force (372nd Military Police Company, 320thMilitary Police Battalion, 800th MP Brigade), in Tier (section) 1-A of the Abu Ghraib Prison (BCCF).

"Systemic" as used in the report indicates a problem within the brigade, or applied to "several" members of the prison staff.

"Systemic" as it's being used by others here implies that this kind of attitude is spread across the entire military. Hell, they imply that prisoner abuse is part of a deliberate policy clear up to the upper levels of the administration. Naturally, if there's no way to stick Bush with the blame, it isn't a real issue any more.
