...but I don't think Bowser claimed that the policy came from the stratosphere. I'm sure you can find a link to someone who does though.

I'm interested in knowing where you guys find support for the assertion you make over and over again that this is an isolated case. The investigation only covered that brigade in that prison, right? So the fact that they didn't turn up anything else does not prove (as you seem to assert) that there were no other abuses, or that there were not a lot more abuses, or that it is not a systemic (using your interpretation of Bowser's definition) problem. Where's that come from?
