The whole thing started in January and there is no excuse for at least cabinet level not to know about it. How it was handled can be debated. I have often been amazed at the failure of government to follow the most simple management techniques.

My doubts are centered on the abuse being an approved tactic for "softening up" detainees prior to interrogation. The "case" has been mishandled for sure.
