I don't know if he really believes this or not.
I believe this was done by perverted people, probably with lazy incompetent commanders.
It is not hard to find perverts like this, just check out the newsgroups. They are, however, a smal percent of the population and it is unlikely there would be such a group at other facilities also under a bad command.
The combination of perverted guards and bad command is a localized sytemic problem but it is not likely to be pervasive in all facilities.
It is remotely possible that guards throughout all facilities have been instructed by Intelligence officers to use humiliation tactics to prepare prisoners for interrogation but this is imo unlikely.
The pictures are a strong indication to me that this was stupid perverted individuals under weak supervision. Under the supervision of Intelligence officers there would have been no pictures.
In any group of 100 or more there may be a few individuals capable of this kind of thing and out of a hundred supervisors there may be 2-3 incompetent enough to allow it to go on. The odds are against it happening in many facilities.
If we find that this kind of treatment is pervasive it may be systemic in the sense that Bowser has suggested but still not "all the way to the top".
