Seems similar to an 'October surprise'.

If the story's release wasn't timed to coincide with 9/11 report, it still might take some of the heat off the administration, casting doubts on the 911 report's completeness.

Yah, the investigation is more important but I think we need to call bullshit on both sides for playing politics with an issue like 9/11.
