"It appears likely to me that the tax cuts to business were invested in shipping jobs over seas to a large extent rather than reinvested in the US as intended. Tax cuts to people would have been spent here mostly and benefitted US based business especially the small business drivers of economic growth."
Well, I don't think this is accurate. I would agree that the negative news coverage of the tax of cuts and the press's raving about shipping jobs over seas did occur in roughly the same time period- so in that way there can seem to be a connection.
The job issue has a lot to do with technological advancement- if you are dealing with people over the internet or over a phone [with cheap connection rates], the person's location can be less important aspect. Technology is also a factor in the delaying rehiring after the recession.
Technology increases productivity by reducing the amount manhours require to produce a product. The recession was an "opportunity" to trim jobs which weren't really required because technology made production more efficent, so even if you returned to same level of production demand, you need even higher demand to hire back these people.
