Ineffective response to UN inspectors being thrown out of Iraq. They didn't return until Bush showed clear willingness to use force (which many Democrats seem to think never should be used).
Pin prick mild attacks on Al-queida which did not stop its rapid growth in numbers and severity of attacks.
No significant action against Afghanistan after it became one of the world's most repressive regimes and a safe haven for Osama Bin Laden.
A withdrawal from Somalia that like Reagan's withdrawal from Lebanon gave the impression that the US is easy to defeat with even a few casualties.
I'm real glad Clinton wasn't President after 9/11. I think America prospered at home from the balance of political power during most of Clinton's terms and has suffered domestically with the rightward shift since, but I think his foreign policy was weak and weakened American influence and interests where it mattered rather than in an international popularity contest.

Mark
