And if the exposure of Muslims to western culture is supposed to enhance mutual understanding, it's naive imho to expect much good to come of it. "Understanding," in and of itself, is highly over-rated. Lots of warring factions out there have a deep understanding of both the history and aspirations of their opponents, but the fighting goes on. Think the Palestinians and the Israelis aren't intimately familiar with each other? Hell, maybe that's part of the problem.
