They are breaking laws left and right, both national and international. They make no law themselves. They have no territory. They are two-bit criminals with fancy weapons and an organizing philosophy that revolves around power as expressed by religion, not money.
Look at the anarchist terror of the 1890s and 1900s. Think of them with automatic rifles and grenade launchers, and motivated by religious extremism instead of secular ideological extremism. Oh, and make some of them rich as Croesus because of oil income.
They seek the inflated importance of warrior status, and you give it to them! They're thugs. They'll always be thugs, and they'll never be more than thugs. So they're well-equipped and well-organized thugs. Call the cops.
"War on This", "War on That". We've been declaring war on everything: diseases, social problems... I shouldn't be surprised that we don't know the difference between war and crime. Cheap words, expensive price tag.
