I found one list of voter ID requirements here. Not surprisingly, they're all over the map, and most could be met by almost anybody with a pulse.
I don't have a list of states that issue picture IDs instead of drivers licenses, but I imagine requirements vary similarly.
It used to be that states decided things like this for themselves, including how they pick electors, set deadlines, generate ballots, and run elections. There was great variety. This didn't seem to bother anybody until a national political party decided four years ago that they didn't like the results in one state.
I suppose detailed Federal rules on ID, methods, and other things were inevitable. I hope it turns out for the best.
