I find it distressing that the driver's license is the standard of full citizenship. Not everyone can drive, and not everyone wants to.
A national ID card idea has been floated for many years. This testimony before the House of Representatives by Gregory T. Nojeim of the ACLU dates from 1998. He speaks of a suggested national ID card very much like the one being discussed here. It has nothing to do, obviously, with the 2000 election, and everything to do with a lively traffic in counterfeit driver's licenses for illegal workers and others. As it happens, many of the 911 terrorists had fake driver's licenses.
I'm not crazy about a national ID card, but if the licenses issued by the states have such widely varying dependability, and if the lack of standards will keep non-drivers with non-driver photo ID from their full prerogatives as citizens, maybe it's time to look at it again.

The Federal rules are detailed, but not overly so.
