Not everyone has to drive a Yugo, but in a world where mobility is a key to employment, it's nice if people have transportation. So everyone should be able to have a Yugo if they want one.

Anyone who wants to turn the Yugo down is allowed to do that. Anyone who can afford to trade up is allowed to do that.
