We do that already. It's called "registering".
And I have never thought that "motor-voter" was a good idea. It makes voter registration too transparent. It needs to be a separate and deliberate act.
Though perhaps if we are going to require national identity cards, it would be OK to automatically register people to vote when they get them. Give something up, get something in return.
