Why does this need to be done by the govt. Is there some reason this couldn't done by a private company or a NGO?
Service to customer:
Provide verification of idenity.
And such things as:
Discounts for various services.
Universal library card.
Phone card
Credit card
Job resume
Medical records
Etc.
Customer get a pin number, and gives pin number to allow certain facts to be known.
Business starts small. Has rules to maintain privacy. Provides picture ID for 10 bucks. Adds benefits and builds data base
