How about this?

All of the above.

A Trek Series that consists of self-contained single episodes, or short story arcs, with few or no continuing characters, with the sole limit that it has to take place in the canonical Trek universe.

Star Trek: The Anthology Series

I could think of dozens of story ideas right off, and the ideas you had would fit right in.

Kirk in the Academy.

Spock's childhood.

Any number of stories exploring all the many races and civilizations.

Historical events.

A full-bore fan could fill a page in five minutes.

If a particular idea became really popular, they could do more episodes on the subject. Really popular? Spin-off!

Without continuing characters, you could kill people off, and have a LOT more freedom of story. Introduce new actors. Introduce famous actors playing one-time parts. Cameos of existing characters.

While the "Captain and his/her Motley Crew" concept allows writers to develop deep characterizations and explore interpersonal relationships, I think it rapidly bogs the writers down.

It would be more expensive...the beauty of Star Trek is that when the budget got tight, you shot stories on the ship sets. Would have a hard time doing that here.
