Seriously, why do idiots really rise to the top?

I am not referring to the two individuals mentioned above, but more generally. Why is Scott Adams' comic strip "Dilbert" so true to life (with allowance for a little hyperbole)? I have seen idiots at the top so frequently in my career, that it seems to be the norm. Of course, these businesses usually collapse. Look at WorldCom, for example.

Sullivan quoted Ebbers, referring to the treasurer, as asking: "Why she does get that information?" "She's the treasurer of the company," Sullivan said he answered.Where would the treasurer of a company get detailed financial information about that company? From her Ouija board? From a crystal ball? Or maybe from her books?NEW YORK, Feb. 1 -- WorldCom Inc. chief executive Bernard J. Ebbers was in desperate financial straits as the company's stock price fell in October 2000. The chief executive's bank was demanding more collateral for his $400 million in loans, and he had already put up the last of his personal stock, Ebbers's personal banker testified at his criminal trial yesterday.

Dimwit Ebbers borrowed over $400 million as PERSONAL loans. Seriously, why would any sane person have to borrow $400 million in personal loans? Had he bought Monaco or something?

This is one simple example of an idiot who rose to the top and destroyed the company he headed. There are many, many more.
