You posted the key excerpts from the CAPS report I also tried to post but kept loosing in garbled HTML. I don't know what the problem was because I always type <> then /a inside <> to frame the basic format and then insert link and title. The bottom line is 1) CAPS is not strictly focused on the Moon. 2) The CAPS team realizes the Moon only makes sense as a location as part of a larger effort on the Moon. 3) There is a lot of interest amongst the astronomical community in detecting NEO's, yet very little amongst that group in the Moon as indicated by the AIAA paper.
