No, Ed my argument against CAPS on the Lunar surface is the limits being on the Moon imposes on the assets.
They become near unless covered with dust (thus un-repairable) and possibly cost an order of magnitude more to place there and operated than a space based system would.
I presume you have a copy of the full report and have read it. So quote from it where it gives the pros and cons of the Lunar Surface base assets and the pros and cons of space base assets.
Where is the numbers on the bandwidth issue, BTW? Or is it a red herring?
