They have a responsibility to the other citizens, their families, themselves, etc...to not be a unecessarry burdon. Their first responsibility is to do what they can to save themselves so that Government resources can be best ustilized helping those who can't help themselves.
I saw a lot of able bodied people complaining that they were stuck. They are not blameless for their own circumstances just because they die, lose loved ones they should have protected, and because we feel sorry for them.
If they are unwilling to do anything to save themselves, prepare their families for potential disaster, or even just temporarily move to higher ground, then they are in no place to complain that "we" or "the GOVERNMENT" didn't do enough either.
They recieved exactly what they should have expected.
Just watch...The people of Texas facing a similair hell storm (Rita) will be a little bit more capable of saving themselves. They don't share the same welfare mentality in Texas.

Sorry if you disagree. I just call em as I see em.

My point is that the citizens in a disaster area have a responsibilty too.
