Is it the governments job to protect citizens in the aftermath of disasters? Yes obviously it is.
Yes, but not solely the government's job, especially if by "government" all we are talking is Federal. We don't call the FBI for every crime, either.
The Red Cross and other such agencies, including the much-maligned "faith-based" agencies, have done an excellent job in helping people, too.
