How about 5X?

Also include foreign outsourced workers in the equation or else you will encourage big business to relocate overseas and take their top management talent with them...(As if there isn't enough reason already)...Plus including the outsourced workers in the equation is important so that those workers low wages serve to supress the "average" thus punishing--Opps, I mean lowering--the Upper-manager's pay.
