Are they stupid or what?

They seem to be saying that one low yield (under 50 kt) nuclear weapon detonated far below ground would kill millions of people. Considering the hundreds of megatons worth of weapons tested above ground by the various powers didn't do anything like that, I find their claims to be very dubious.
