they do have deep pockets.
The only thing that would work against them is the possibility that some community lawyers might donate their services. Even then there would be expenses that would not be avoidable.
I am not familiar with your local situation but apparently the locals are holding their own well against Walmart.
In my experience I have usually seen the big guys get what they want in the end but it is usually done more by finding a chink in the armor than winning in court. There is usually someone willing to deal with (sell out to) them and provide a suitable alternative to their first choice location.
