A conspiracy would be organized, deliberate, and at least partly secret. This doesn't even go that far.
It's very simple. The people currently running the Democratic Party do not want this war won. At least not under Bush. This leaves other Democratic politicians hanging, like Lieberman and some others, and it leaves a lot of Democratic voters hanging too, which I'm afraid the Democratic Party is going to find out when the election rolls around.
