Our population, along with the shortage of real estate and wealth on the planet will always mean danger for individual political units. Your idea would only work if it were a world confederacy with all military power in the hands of the confederate governmental unit.
Hmmm, it's starting to sound totalitarian.
However, I have read and fantacised about the possibility of a confederacy of planets, each populated by people of common goals and philosophy.
If I mention this there is usually someone that accuses me of being against diversity but nothing could be further from the truth. It is simply a matter of likely progression. Does anyone doubt that given the ability to do so, people will not be attracted to a world populated with people of similar needs and desires?
I am not speaking of racial similarity. I am speaking of pastoral worlds, religious and non-religious worlds, high tech worlds and worlds based on the highest standards of ecology, art, etc, etc.
Assuming that distance factors would, for centuries, make war and aggression impractical, we would have a multitude of social/political experiments ongoing and setting the benchmark for success.
