It could help to settle things down.
If the average Iraqi is walking around with real money in his/her pocket, then it would greatly increase their standard of living. This would go a long way in stopping the conditions that lead to public unrest and discontent. IMO, the raising of the currency's value is part of a larger plan to stabilize the country.
