First , tolerate those drugs or alcohol....

Then assess where the consumption of that drug or alcohol is damaging to society and use coercitive measures against those who are dangerous to others.
Example: cars were speeding too often, radars were placed all over, fines were raining but now people have reduced their speed.
The police can stop anybody and require him to blow in a special alcohol analyzer and if you have more than 0.5 gr per liter of blood, then you have to wait until it goes down. Result, in a country such as France, wune consumption has dropped!!!

Smoking: ban it everywhere...at work, in restaurants, make the packages very expensive, etc...People need a job, so they won't be smoking as much as they used to. It works too!

Start tolerating but punish at the other end, the one which involves other lives.
