City states are political compacts. Social contracts signed by every person who wishes to become a member of that particular society and a part of the body politic. When becoming a citizen of a particular community, an oath is taken and a certain set of behaviors are sworn to. It's very similar to neighborhood associations. People abide by the rules and norms of that community or are banished from it.
If the contract is broken by an individual, they can be expelled from that community. Sent into exile and banned from returning. This individual is then free to roam and find another community whos rules are more in line with their own beliefs and attitudes. In this way social norms are enforced not by coercion or laws, but by a personal moral code and a desire to belong to that particular community.
