re: Typical authoritarian behavior

Marijuana intoxicates like alcohol and causes lung cancer like tobacco. It's a double whammy. If it were legalized people would be driving drunk, getting in bar fights, and health care costs would go up due to respiratory problems of users. The problems caused by alcohol and tobacco are bad enough, and the only reason they aren't illegal too is because they've proven too difficult to prohibit. The same people who sell marijuana on the street also deal heroin, cocaine, meth, extasy, etc. It is known as the stepping stone to hard core drug addiction.

I think biological & chemical agents are justified to combat narcotics crops, such as opium. There is no international law banning the use of weapons of mass destruction to combat non-human targets. By all means aircraft should be used to spray solutions containing fungus, parasites, and bacteria that specifically attack the plant. Maybe even locusts that eat the plant. Spray brine, or Agent Orange, or Napalm, to alter the soil pH, or defoliate, or burn the crop. If farmers refuse to stop growing it, then permanently contaminate the land so nothing will grow there, including food.

We see it in Afghanistan, Columbia, Mexico, and everywhere else. Drug traffickers ruin lives for a quick buck. They kill people. That's how they do business.
