Well you just summed up an entire genre of sci-fi. That doesent mean that you are wrong in being concerned. I would say that, envoking another type of paranoid sci-fi, that Gliese 581c is orbiting a red dwarf. A type of star that is usualy stable for much longer periods than a yellow main sequence star like our own. Any intelligence living on the planet in question might have had a longer time than we have to progress than we have. Maybe by the time we realy have the wherewithall to mount an effective interstellar program we will have learned not to piss off the neighbours.
