When it comes to the big jobs, there IS no such thing as an "international effort."
For better or worse, good reasons or bad, through all of post WWII history, the world has largely sat back and let the U.S. handle the major security issues.
Throughout those years, the Enlightened jeered at the level of U.S. military spending while we pretty much single-handedly held off the Soviets and dealt with other threats.
So here we are.
As I said, I do not define "consensus," "cooperation," or "international efforts" as a committee of nations that supplies nothing but commands and approval while the U.S. does the dirty work. Afghanistan is a good example. While some nations have tried to hold up their end as well as they could, the overall amount of actual help in either troops or finances has been pretty slim.
Same would wind up being true in Africa, or anywhere else. The non-Western nations that do have large armies, like China, aren't about to waste them helping other nations with anything at all.
