Or any other national government that we recognize now.
The colonizers and explorers will be the fringe groups - the religious nuts,
the disenfranchised, the ones who want to start things fresh on a new
world, the science fiction geeks who get tired of waiting for the mundanes
to catch up - these are the ones who will take space, not NASA or the ESA
or any other current space organization.
Think Europeans colonizing the New World, only with a large playing
field and more avanced Mayflowers. Or maybe criminals being dumped
onto Australia.
Noble scientists will still have to catch a ride just like they do now, however,
but when things settle down and the colonies mature, universities and
research institutes will grow along with them. Because until terraforming
comes into play, nobody in space can afford to be a Luddite.
