Think of a space colony as a gated community or an exclusive club. The citizens of such a community would have a great deal in common with the early colonists of North America. A charter or social compact would be created, and by signing it the members would agree to adhere to its ideals. When children came of age, they would be required to pledge their allegiance to the society and become citizens by agreeing with and signing the compact. This would help to secure and protect the future of the body politic and social fabric for future generations.
IMO, a society should be made up of willing members who support a common vision and goals. Failure to comply would mean banishment from the community. Belonging to the group should be a privilege and not an automatic right. Those who choose to be a part of the whole and live by its laws and norms are guaranteed the rights of citizens; those who don't aren't.
