First, as reprehensible as we may find Mr Bush's actions, they are neither illegal nor unconstitutional, and most were carried out with the the knowledge, if not the tacit approval of Congress.
Second, from the purely political point of view of his enemies, it would be counter-productive because it would generate sympathy for him and the proceedings would be viewed as a political witch-hunt, which is exactly what they would be. After all, Monicagate hurt the Republicans more than it did Clinton because it came across as petty, nit-picking opportunism, which is exactly what that was.
For the benefit of the country, the best thing we can do is let Mr Bush carry on for the rest of his term, with the usual Congressional supervision any president requires. Let history and the voters decide his record, and let us not allow future generations to be able to point to his persecution as an excuse for his actions.
