Because he thinks it makes him sound intelligent
Like the real depth and vastness of the real information and meaning is too deep to put into words- or at least words that 'lesser' intellects could understand, so he adapts a term from the standard lexicon that he does not really understand and then puts it in scare quotes.
I rather think it makes him sound like the text equivalent of Dr. Evil, and as such brings some residual comical relief to this now long-since-dead-horse topic of trying to give Johannes a tiny clue.
