As with my Mac suggestion, I bet it wouldn't take much money to field one or two PCs that are behind the tech curve to run old software. Maybe even some recycling joints have some surplus laying around. A PC specifically intended to run only an OS and a browser (maybe a few other odds and ends) would not be expensive. As far as I know, nothing older than WinXP needs "activation" by Microsoft.
