The Middle Ages ! Not a good example
Religion was the most powerful source for culture (music, litterature, arts, etc..) but it really didn't evolve much and that's why such constructions took time. But I'm afraid it's not a good sign for that culture. After the great plague of the 14th Century, things and minds started to slowly change.
