Once CATS becomes a reality, anything's possible.
A well funded private organization could set out to expand into deep solar space or even to other star systems. Imagine a "secret society" like the Masons, Jesuits, or other group whos sole purpose is to establish a colony off world. Such a society would have a very long planning horizon to accomplish their goals. Now imagine such a society with several space tycoons as founders and/or members. Their wealth will make internet moguls look like paupers.
